When a Congressional Committee looking into a spate of fighter pilots being captured after being shot down, they ask Tom to help come up with something that will allow the pilots to get farther away from potential hostile forces.

Tom makes a promise to on Congressman to come up with something in just six weeks.

Now he must find out if that was far too much to promise, or whether he can come up with a complete system for people who must bail out.
