Dr. Hulsey was born and reared in Lavonia, Georgia. She married her high school sweetheart Kenneth Hulsey in 1963. She earned her doctorate from the University of Georgia and spent 30 years in the field of Technical Education. Since retiring from her positon as a Technical College President, they have returned to their hometown of Lavonia.

Dr. Hulsey is active in community volunteer work and in her spare time she enjoys photography and gardening. She says, "Publishing books on Blurb.com is fun and it's exciting to see your photographs published even if they are of amateur status. " My books are books of love - for people, my community, and my family.
