C.J. Payne was born 31 August 1936 in the Dougherty Community, Floyd County, Texas. C. J. was the youngest of four boys born to share crop farmers, Cecil & Lenora Payne. He attended Dougherty Grade School, Dougherty, Texas until his parents purchased farmland in the Fairview Community, Floyd County, Texas. C.J. transferred to Andrews Ward Elementary School in 1949 and graduated from Floydada High School with the Class of 1954.
C. J. served in the US Army, worked for Consumers Fuel Association, Floydada, Texas, was elected to the Office of Floyd County Tax Assessor & Collector, serving two terms (1965 - 1971), and retired from the First National Bank of Floydada, Texas in 1995.
C.J. currently lives on Lake LBJ in Burnet County, Texas. C.J. enjoys photography, birding, his purple martin colony, the Texas Hill Country and all it has to offer, other various hobbies and life in general.
