In 1986 El Salvador was in the middle of a 12 year civil war. A scorched earth policy by the Salvadoran government was funded by the U.S. government. Refugees eventually demanded to be able to return to their places of origin and were partnered with Americans for their safety. Many of the relationships that began then continue today through the work of U.S.-El Salvador Sister Cities.
